Position Purpose

  •  HQSE Advisor is responsible for supporting all quality assurance programs, measures, operations and procedures are designed, implemented, updated, and comply with applicable codes and customer specifications. These programs are followed throughout assigned projects and in the course of everyday business operations

Duties and Responsibilities

 

  • Implement company’s Health and Safety, Quality and Environment Management Systems under OSHAS 18001, ISO 9001 and ISO 14001 in St 23 Program.
  • Review and monitor construction contractors’ Health and Safety, Quality and Environmental management plans, and implementation of such on-site.
  • Define an observation program and complete health and safety, quality and environmental observations, update reports and communicate findings. Raise NCR’s where appropriate, follow up identified requiring corrective action to ensure timely completion of action items.
  • Provide advice and support to project teams, escalate non compliances and bad practices through the use of NCR’s etc.
  • Ensure analyses of work-related incidents and injuries are carried out, and analyze injury and illness monitoring data for trends, compiling and maintain records in accordance with OSHA recordkeeping requirements.
  • Provide support to engineering and construction teams to facilitate suppliers/contractors to effectively ensure and document Health and Safety, Quality and Environmental performance, provide reports and rectify defective works / non-conformances where appropriate.
  • Attend and support in construction pre-bid meetings and KOMs.
  • Provide support to Environmental Compliance Department in all St 23 Program related issues.

Supervisory Responsibilities

  • Maintain staff by recruiting, selecting, orienting, and training employees in compliance with company policy. 
  • Maintain a safe, secure, and legal work environment for all staff ensuring all company policies are being followed. 
  • Maintain staff job results by coaching, counseling, and disciplining employees; planning, monitoring, and appraising job results in partnership with human resources.

 

Knowledge and Skills

  • Requires five  (5+) years’ experience in  positions of increasing responsibility providing HSE, safety and quality services to the clients of a power and transmission or other technical organization providing solutions to the construction industry marketplace, to industrial clients, to governmental bodies at all levels (e.g. municipal, county, state and federal).  This also includes increasing responsibility dealing with quality assurance and safety programs designed to comply with ANSI/ASME-NQA-1, 1994 Edition, 10 CFR 50, and ANSI/ASQC Q9001 and QS-9000
  • Demonstrated ability to work in a self-directed manner and ability to manage multiple priorities.
  • Ability to work in a collaborative, fast-paced, multi- disciplinary team environment.
  • Proven written and verbal communication skills with the ability to effectively interact with all levels of management and/or field personnel.
  • Ability to research, analyze, and interpret.
  • Firmly adheres to the values and ethics of Applus+.  Exhibits honesty, discretion, and sound judgment.
  • Maintains a positive “can do” outlook, rebounds quickly from frustrations and unpleasantness, and maintains composure and friendly demeanor while dealing with stressful situations.

Education and Work Experience

  • Must possess a high level of technical expertise and ability based on a combination of previous education and work experience and demonstrated by actual work history and specific engineering related activities completed successfully.
  • Requires an Associate Degree from an accredited institution with a concentration in engineering or a technical curriculum.
  • Prefers either an additional concentration in a technical or engineering related discipline or Bachelor Degree in a technical or engineering field.
  • Requires possession of professional certification as a lead auditor. 
  • Prefers three to five (5+) years’ experience in a HSE program at engineering and/or technical firms providing solutions to the construction industry marketplace, to industrial clients, to governmental bodies at all levels (e.g. municipal, county, state and federal).
  • Excellent interpersonal, oral and written communication skills required.
  • Must be familiar with and able to implement Company policies and procedures.

Working Conditions

  • The physical environment may require the employee to work both inside and outside in heat/cold, wet/humid, and dry/arid conditions in temperature extremes and inclement weather. Frequently required to use personal protective equipment to prevent exposure to hazardous materials and working environment
  • May occasionally walk on slippery or uneven surfaces
  • The noise level in the work environment is moderate
  • Overtime may be required during the week and weekend depoendent on work volume
